The legal dispute regarding the Atlanta Public Safety Training Center, which has been on hold for over a year, resumed as the U.S. Court of Appeals requested briefs from both the city and opponents to determine if the referendum issue remains relevant now that the facility is nearing completion. The city of Atlanta contends that the 85-acre facility in DeKalb County is substantially complete and operational, while DeKalb residents argue that their First Amendment rights have been violated and that the question of who can collect signatures for a petition is still valid.
